Possibly some architectural inspirations but Portuguese culture is its own and the music of Fado is quintessential Portuguese

Spending some time in the Azores most if not all our traditions were Portuguese based and growing up the accordion was easily the most recognisable instrument in my youth

    it's very marginal now.

Islam was the great divorce, but even before then we developed differently due to climate differences and different admixture

They were, but then the noble Crusaders kicked the Moors out and liberated these lands from the Saracen yoke.

The similarities are very small now. Iberia and Southern Italy are more like Sweden than Syria nowadays. (In terms of culture, religion, and lifestyle, not genetics/phenotype)

It is obvious that later, for reasons of geographical connections, the culture of the Arabian Peninsula and a small genetic contribution considerably influenced North Africa.
Similarly, in recent millennia a strong genetic contribution from the Celts and Northern Europe has had a great importance on the Iberian Peninsula.

But long before that; do the first inhabitants (really the FIRST people of these lands) of southern Europe (especially south west) and north Africa (especially north west) have a common root?

If you want to find in Europe true Arab-North African cultural sphere with massive islamic buildings better look at the current France, Belgium, Germany, etc. And then celebrate it.
