    During the Second World War, hundreds of Soviet aviators were trained in the U.S. as part of a program to help the allied U.S. and Russia fight Nazi Germany. Russia wants to place a monument to the recently declassified program in Elizabeth City, N.C., but amid current international tensions — city officials said no.
