BUT, the people of his region seemed to like and support him. The problem with politicians is that they usually do not listen to their people and continue with the status quo. However, this guy actually listened to the people and get s arrested. In Scotland he would of never of been arrested for this.

Puigdemont, Junqueras and Roures wanted to carve a personal fiefdom and tax haven for themselves, while manipulating the historical myth of an independent Catalonia. Their attempt failed when it became clear the majority of the Catalans themselves did not approve of their project and when faced by the resolve of the unionists.... I am proud of my Castilian ancestry and while I would like to ultimately see an Iberian confederation and regions, I reject mythologies and attempts by corrupt local politicians backed by foreign interests or Marxists or Capitalists alike. Both wings of the Catalan separatist movement (Marxist/Leftist ERC and Capitalists around Puigdemont) were aligned in this process and were backed by oligarchs in a broader "Balkanization" style process to destabilize Spain:

It's very simple. Let's imagine Hawaii has an independentist leader. He then proceeds to organize a local referendum against Washington's will and after that he proclaims Hawaii's independence from the USA. He is the most popular guy in Hawaii, at least according to fellow independentists. Fearing what the Washington government might do, he decides to escape to the Phillipines after proclaiming Hawaii's independece.
Washington sees this declaration of independence as having no legal basis and doesn't recognize Hawaii's claim, so the US government decides to arrest this Hawaiian politician for rebellion.
In Scotland's case, their referendum was organized together with the London government.

If police have detained him most probably he will be extradited to Spain.
Independists have begun to protest in the streets... and calling for a general strike.
