So basically they pay federal taxes but are not required to fill a tax return form.

I know they pay payroll taxes. But Medicaid is not funded by those it is funded mostly by federal taxes, which they do not pay. I am sure they have other taxes also they pay.

I know, that is not the same as Medicaid which was part of the "Great Society" of the 1960s. Medicare was funded by payroll taxes, Medicaid is NOT; it is more so a welfare benefit like the funding of food stamps.
