Several cultures have accommodated "transsexuals" as being a part of society. They should be allowed to identify with the sex of their choosing and to be entitled to all of the same privileges as that sex in all legal proceedings.

They are not, and even if they were, it doesn't change the "technicality" of what being trans is.
There is a lot of mental conditions that majority of people has which doesn't cause any relevant damage, to the person or those around them, but are still considered mental illness by the psychological society.
Transgender people are those of which gender expression does not match their biologycal gender, many of them suffer with depression and suicidal tendencies because of rejection by themselves, family or community, they MAY (or not) be "mental ill", but the truth is that it doesn't matter, because either way the only solution is transitioning. Condemning someone to force their gender expression or sexuality to something that is not their natural behavior will only bring more harm to them and their relatives, and eventually cause suicide.

Legitimate transgender people who suffer from gender dysphoria, yes. Gender dysphoria/Gender Identity Disorder is a legitimate mental illness.
