    I read the article. It has some good points but unfortunately it is not an academic scholarly work. If you consider early proto-Turks as caucasoid-white, you would have to place Turkic urheimat to the west. There needs to be substantial evidence that Turks emerged in Western Steppes.

    That Turkic people originated from Altai- Inner - Upper Mongolia is an old claim and has been debated and replaced by new theories by new-generation Turkish historians like Karatay while new research is being done as well. Zakiev says in his same study that the ethnonym Tochar comes from Tagar, a Turkic culture in Minussinsk area that dates back to 5-6. centuries BC.     Zakiev is already a professor, a Turkology scholar, a doctor of Philology, full member of Academy of Sciences of the Tatarstan Republic and and a Tatarstan public figure (Wikipedia), so of course his studies are scholarly. Prof. Karatay proves in his book 'The Origin of the Turks' that Turkic urhemiat is already around Yurmatu at Ural region. If you can read Turkish I suggest you get and read this book thoroughly to understand his evidence and logic. You can also track the Turkic traces in southern Siberia from the toponym there, Ural itself is a turkish name which is widely used as a name and surname in Turkey
