Personally, I'm hesitating between France, Ireland and Scotland.

Culturally it is Portugal probably in my opinion followed closely by Ireland.

Not sure why you divided the UK into it's component lands. I think it has to be France, without doubt. France and Poland and the Poles have had close relations before the communist era. Poland was one of France's allies in the interwar era and during the same period Poland sent many immigrants to France. During the more than a century when Poland was divided between Prussia, Austria and Russia, France was a friend and a role model state to the Polish people.
