Don't upgrade.

Just get a 500$ if you need a pc for (browsing etc..) and get a new one.

Ottar, it's an old PC and and an i3 or above NUC will decimate it. The Q9300 wasn't a high performance (quad) option even back when new.
Your options for medium performance PC with multiple cores, fast ram, ssd's and gfx cards are wide today. The gains significant in comparison the a 10yo machine. And they are fairly cheap. AMDs Ryzen cpu's are solid performers at reasonable prices.

Cut your losses, save time, buy wisely and move on. Then think about it again in another 10 years.

Use the Windows built-in disk health checker if you haven’t done so already.

Thanks. I ran it and it said that there was no damage to the hard-drive. I also ran the memory checker and there was no problem with the memory.

A good amount of the time, it is fast enough for web-browsing and basic tasks, but it takes time toggling between tabs and has a mini-stroke running YouTube way more than I would like. Today, I only ran one browser with two tabs and all of a sudden, the hard drive heated-up and the fan revved up, and the hard drive's clacking noises can be really irritating. I intend to sell it soon to see if I can get anything for it. I may sell it as a complete PC with a brand new (1 month old) 27'' Dell monitor, a logitech keyboard and mouse, and a basic bluetooth speaker for $100.

My 27'' new Dell monitor cost me $150 and the keyboard and mouse were about $20 and $10 respectively. I looked up the price of a Gateway LX4710 and it was $90, so maybe I could get $40? Or should I just write "OBO" ?

I won't sell my PC's with hard drives even though I'm capable of a secure disk erase. Others may suggest otherwise. Offer it without the hard drive for 40$ and see what hits you get imo.

And part the other components if you're sure you'll never need them.
