    Here are their two current cabinets. Which one to you looks 'whiter'? (I'd also be interested in how the cabinets' ethnic compositions have changed within both countries in terms of (a) era and (b) political leanings of the government).

    This discussion is a bit stupid, these laws are the extension of pre-existing conditions IE American whites of the time period having a strong ethnic identity. Cross ethnic intermarriage amongst US whites was and is less common than often stated and it isn't that hard to find 75%+ monoethnic Europeans. Firstly there wasn't anywhere the proportion of Africans in the US as there was in the Carribean or Brazil. Secondly the Portuguese encouraged colonial intermixture to some extent. Third even in areas that never experienced "Jim Crow" nor any kind of legal separation people still found ways to form enclaves. For this to happen we would need an alternate reality where both Northerners and Southerns specifically desired to mix with African-Americans which would effectively just obliterate their population. That can play out in two ways, option one would be Southerners mixing on mass with slaves during the 1800's which would produce a "Brazil-like" population that would gain more European mixture gradually due to immigration being something like 17-24% African. Option two post civil war during the late 1800's and early 1900's Africans spread out through the country and intermix with Europeans, you end up with a population that is monolithically around 7-8% African by 2000, with a few hot zones like Mississippi and South Carolina being more like 13-20%. So the Answer is no, no matter how you cut it the US wouldn't have been like Brazil, there is potential for such a thing in the South but the population of the South didn't have a gender imbalance and was already stable unlike the drip feed of male skewed settlement Brazil received.
