Yes they do, I hate being spied thought, so I try to talk in encrypted apps like telegram

In Italy they do, pretty normal business. also cellphone surveillance is pretty normal and routinely used in court as proof.
All of this because of the Lead years( extreme left and extreme right terrorism) + usual mafia business made it pretty much necessary.

in the end they sniff out almost weekly a criminal organization (be it from mafia or more recently IS) so , since i am not a criminal, even though it is a very powerful tool in the hands of the authorities , i'm ok with it for now.
