Hackers are always one step ahead the government otherwise cyber crime would not exist. The government will not be able to crack 99% of encryption until quantum computers become a reality. There is already a known encryption that is quantum computer resistant and I am not talking about one time pad. The government a bunch bumbling fools compared to the efficient private sector. Being anonymous is both the the sword and Achilles heel of hackers. For instance, let us say you hack a bank and you want launder the money in south America. Since, hackers operate like terrorist cells you never know for certain if the person laundering the money is an undercover agent.
