Why do people still believe that France is a Mediterranean country?

Because France is a Mediterranean country indeed

The Union for the Mediterranean was launched by a decision of the UfM Heads of State and Government in Paris in July 2008 under Sarkozy Presidency. Look at its site. It's written in English, French and Arabic

To call France a mediterranean country is like saying that the British islands are Nordic because they received Nordic influence and are close to Scandinavia.

Their Southern Coast makes France a partly Med country.
Just like the USA being a tropical-Latino nation because of Florida and the Sun Belt.

Genetically overall they're roughly intermediate between the North and South. I don't classify them as a Mediterranean country, we can just see a very large Mediterranean influence in language, phenotype, culture, etc. But they have a Northern influence too.

If we look at the origins of France, it is in the Frankish Kingdom, namely Neustrasia which is in the North. The capital and center of power was Paris, also more toward the North. The standard French language is a language d'oil, also centered in the North.

Despite the language and cultural shifts, the French are still the Gauls, a Celtic people associated with Switzerland, Belgium, Southern/Western Germany, and thus central Europe.

For me France has always felt different to proper Med countries, I guess it is its own thing. It's just that many of the most famous French stereotypes are more Mediterranean.
After Julius Caesar genocide.. i think that the old gauls had NO genetic impact on the current french people..
