From what I as a person uninitiated in Finnish can gather is that it means that Russians remain Russians. A Russian tends to side with the pro-Russian side of the conflict which left Finland traumatised, hence a Finn will always be wary of a Russian individual.
The word is a play on words, because it means 'rye'.
