Default Can someone with no ethnic connections to a nation ever truly belong to that nation?

By this, I mean can someone who has no ancestry from the nation ever truly belong to it's state. i.e. can someone with no German ancestry ever be a true German, for example?

Yes, I know a few adoptees (African, Filipino and Indian) who are 100% Danish. They grew up with the values, culture and traditions and have absolutely no connection to their ethnic background.
First, second and maybe even third generation immigrants can never fully belong though.
    Spoiler!

If a pig is born and raised in a horse stable does that him a horse ? No.

American concepts of white make no sense in Europe I am basically an Ulster Scot or lowland Scot more or less but more to the northwest of Britain or Ireland rather than Northeast.

Yes, certainly. If they phenotypically pass as a native then it's better.

In Europe, likely not. In the U.S., yes, but it takes typically about three generations on average for people to become mostly assimilated historically in the U.S. Some people do it faster, but many don't.
