That is almost out of fashion here in Portugal. Women have been wearing them in the past five years or so but usually darker leggings and not as transparent.
It might look good in women that are at least somewhat fit but if someone is too much overweight it actually downgrades their overall look.

Leggings are Extremely common in all of the South countries imo . Leggings during Winter and Short Shorts during Summer . Making us go crazy ....
