Because they lived in a bad arid environment unsuitable for starting a civilization and they had little to no contact with the outside world.

The Australian aborigines traveled to Tasmania before the island split off from Mainland Australia around 12k years ago. Due to it having a significantly smaller population, the Tasmanian aboriginals (who are descended from Australian aboriginals) had even less contact with the outside world and a lower population (so a lower amount of innovators) and were even more backwards. The Tasmanian aboriginals forgot how to fish, they forgot how to make boomerangs, they forgot how to make bows & arrows, etc. This was because of isolation. Due to this, the thylacine and Tasmanian devil avoided extinction in Tasmania, but became extinct in Mainland Australia (though the thylacine eventually became extinct in Tasmania too when Europeans came).

So basically, Australians stayed in the hunter gatherer stage because of geographic isolation. And the more isolated groups of Australians (Tasmanians) became even more backwards due to them experiencing even more isolation.

Nope the Aztecs and Mayans had great civilizations but Aztecs got extinct in the 16th century but there's still Mayans in Southern Mexico Yucatan peninsula those people barely use modern life medicine they have their own medicine receipts from PLANTS.
