In winter,by the way here where I live the temperatures are always warm (10-15C° in the "" cold """ months and almost 25+ up to 40C° in summer),so my forearms and face are most of the time a bit tanned,though my skin burns (not heavily though,it's not that painful and lasts for one day)before tanning,but in winter I look pale.
After all my dad is from southern Italy...
