Default Who has more of a claim to the Third Rome, the Ottoman Empire/Turkey or The Russian Empire/Russia?

The Ottomans (and by extension, modern Turkey) have a claim to being the Third Rome by translatio imperii, after Sultan Mehmed II conquered the Eastern Roman Empire and subsequently declaring himself "Kayser-i Rűm" and having his claim recognized by the Patriarch of Constantinople, Gennadius II.

The Russian Empire (and by extension, modern Russia) has a claim by virtue of being viewed as the new capital Orthodox Christianity following the fall of Constantinople, first being called do by the Orthodox monk Philotheus, Ivan the Great marrying Sophia Palaiologina (niece of Constantine XI), and subsequent adoption of Byzantine symbols.

For any other claimants, post and explain.

    Ottoman Empire = Anatolians + Turks + Greeks + Serbs + Albanians
Roman Empire = Anatolians + Greeks + Illyrians (Albanians + Serbs mix) + Celts (Italians were mix of all of those so I won't mention them)

    Etruscans = Anatolians (Strabo. Geographica)

Emperor Constantine XI = Greek/Serb (Jelena Dragaš Srb.)
Emperor Mehmed IV = Greek/Serb (Mara Branković Srb.) -> Proclaimed himself Roman Emperor and recognized by Ecumenal Patriarch of Constantinople, Gennadios II

Both Eastern Roman Empire and Ottoman Empire were run by Orthodox Christians / Muslims who were predominantly Greeks , Serb and Anatolians in middle ages.

Russians are steppe people and never had anything to do with Roman Empire and never called themselves Romans.

Russians even today don't consider themselves Europeans.

Russia. They are Orthodox and have considerable Greek influence on the "higher" register of their language.

Greece only. Lesser extent Serbs. Bulgarians and Russians are out of equation.
Byzantines killed Sviatoslav of Rus', father of grand prince Volodimir who was first Rus' to convert Byzantine Orthodoxy in 988 AD. Later the Rus' developed her own civilization.

    Ottoman state?
Beylik (Turkic type princeps) that turned empire in 1453 with Constantinople's takeover.
    Ottoman language?
    Oğuz Turkic
    Ottoman dynasty?
Oğuz Kayı tribe (they were so proud of it going until scratching the tribe's seal symbol on their weapons and making some racist remarks in their 15th century letters saying only Oğuz race people can be ruler in this world).
    Ottoman religion?
    Ha ha ha

    So Byzantine heir

Why would the Ottoman's religion disqualify them? If religion is a factor, then Rome stopped being Rome after they converted to Christianity from the Cultus Deorum.
