I think he's trying to say there's less subhumans in Portugal than in Greece. What makes sense if you consider the fact Greece borders with Turkey and Balkan nations.

Most indicators have to do something with military, relationship with neighbors, even refuges. If you think Greece could be anywhere near Iceland and Portugal in that aspect, you are crazy. Of course political instability plays a part too but it's also affected by the aforementioned.
