Midwest in general, plus Pennsylvania. Keep in mind that after WW1, with several thousand German-Americans experiencing internment, that there was a major rush by many German-Americans to fully assimilate into the United States, give up speaking German (in some cases), etc.
For the most influence within a state, I'd argue probably Pennsylvania or perhaps South Dakota (in a cultural perspective, at least IMO, North Dakota seems quite dominantly Norwegian culturally, much more so than German, but it might just be I live rather close to the Norwegian part of ND). Both Wisconsin and Minnesota (I think of WI more so) have a bit of residual German cultural influence as well.
