I think it depends. I know a french (Norman) woman who is naturally blonde (platinum blonde) but her body hair is darker (brown) while I know people with black head hair and blonde body hair.
I think it’s vary.

No, hair dark blond, arms and legs hair black, like eyebrows also black. In these last two or three years I noticed some blond/reddish hair growing in my eyebrows that before were all black. I have also blond/reddish beard.

No, my body hair in general is a tad darker than my hair color. But overal all my hair is black. Just different shades of black if it makes sense
