Does Hilary Duff pass better in Germany or Norway?

Natural blonde hair is multidimensional. The undertones are darker blonde or sometimes even light brown. The lighter portions will be one or more shades of blonde. Overtime, exposure to sun will subtly lighten the hair emphasizing highlights in addition to brightening the ends to create a gradient effect.

Too bad that nobody here is an expert on fake tan. They think its her natural skin here, when in fact its clearly the Golden fake tan

She can't pass as typical Norwegian (or any Scandinavian for that matter) , I've been there and I know.
Not because of hair color, but her face isn't common for Norwegians.

She probably passes best as Dutch. Her face is cute, she's a little short though.

Many white children have blond hair due to the lack of pigmentation in delicate infants skin and hair - but it usually darkens over time to brunette or to a darker blond shade.

She is wearing make-up in the second picture you posted. I can see light and sheer foundation, soft pink blusher on the cheeks, eyeliner, a fine single coat of mascara, soft eyebrow definition pencil, lipstick and lipgloss.

In the third picture, you can see she's got her hair roots touched-up and bleached.

Hillary's hair is very obviously bleached because:

i./ It's brassy and too yellowish. The colour don't look natural.

ii./ It's too homogenous (natural hair has several different tones in the hair strands rather than being a single harsh block of colour.)

iii./ It's true that natural hair roots tend to be very slightly darker than the natural colour at the tips - but not extremely darker at the roots, like below.

I don't know who she is, but I've briefly looked her up and noticed that she's American.

I don't think she'd pass in Norway.

She has a very American/New World nation/Euro mixture look about her.

Looks American in this picture.

I get a German-American vibe about her in this picture. She looks like an American of German descent.

If she has both German and British ancestry, I think her phenotype looks closer to German.

I think she may possibly pass in a crowd of Germans, due to her broad skull and neck and shoulders, wide mouth when she smiles, large chin, and her broad and prominent jawline.

I don't think she'd pass in the UK, as the English, Welsh and Scottish generally have narrower skulls, finer and more gracile features, and smaller and less prominent jaws than Germans.

Passes best in the US, because although she looks closer to German than Norwegian - she looks more American than German.
