I don't think he's atypical. His phenotypes is a little bit atypical, yes, but people of his kind are not rare here. And as it looks like he got his looks entirely from his father. Because his mother is anything but European.

She looks mixed actually, she's just white-skinned. Brazilians are strange people, since Brazilian DNA is so mixed people generally ''hide'' admixtures. So you can have a darker and non-Euro looking Brazilian carrying northern european genes and white looking Brazilians carrying non-Euro admixture.

Just about 10% of Brazil is 100% European, but most of the population is above 70% European. A pure European and a Brazilian generally create white looking offspring unless the Brazilian in question is heavily african-admixed. Look at the pardo Neymar, he looks non-white, but had a blond son with a woman that isn't even that light:
