I was actually working in Birmingham two days ago, and I lived there for a year while at Uni too. Furthermore, I spent most of my childhood in Leicester too. Now Birmingham is very diverse, though what is noticeable is how ethnic minorities there are overwhelmingly concentrated in the poorer jobs and poorer neighbourhoods. This is actually quite different from Leicester, which has a really big South Asian middle-class (many of them are East African Asians, whereas Birmingham has more Pakistanis and to some extent Bangladeshis), and I even think the Black middle-class in Leicester is maybe bigger than in Birmingham.

How British gov gives them citizenship while they can't speak English? How they work and live in an English-speaking country? Similar stuff happen in US and Canada but this is first time I read similar stuff in Europe.

They don't in many cases. Nowadays to get British citizenship (though this was less true in the past) you have to pass an English test, as well as a British history test for that matter. As for Eastern Euros, they have freedom of movement anyway (though whether this continues after Brexit is uncertain).

Doing a Google research.. it seems that White people in USA are less than 70%...

The current US white population is at about 60%. But if you add actual white Hispanics, not random mestizos claiming white, I think maybe it would jump up a few percent, maybe to 63%. White hispanics are very limited in the USA, as there are white Cubans, Spaniards/Spanish-Americans and some Argentines and maybe a few random whites from other Latin American countries. However, most Hispanics in the USA are of Latin American descent and are mestizos.

In 1950, the US was 90% white. 9 out of 10 Americans were white. Today, 6 out of 10 Americans are white. The country is now projected to become majority non-white by 2042, with a white population of 49% Americans, which would be 5 out of 10 Americans being white. That’s dropping almost half it’s white population in only close to 100 years. That’s demographic suicide, or homicide. You decide.
