This is not an accent born in Louisiana, but a tv-influenced Midwestern accent which was and is the most popular accent on television. She probably watched tv a lot.

Theres no such thing as a NY accent (Or a brooklyn or a queens or a bronx accent) there are however Ethnic accents, an Italian NYer, a Jewish NYer, a Newyorican etc

That would be the New Orleans accent, but there is a difference that I can easily distinguish.
