Correct, this is basically what the whole thing is about. The bald guy is implying that the new liberal leader is basically making it seem he is embarassed of the quebec accent. The bald guy is calling him out on it (he later states that many quebecers have helped the UN in terms of science and culture... done in a 'quebecois' accent).

I always preferred the defunct Reform party's approach to Quebec to that of the other parties. Everybody else took Quebec for granted or, to the opposite extreme, coddled it and blew smoke up its ass. Reform was the first party to take Quebec sovereignty seriously.
