This sometimes indeed happens (although not really as often) and it has been explained by zoologists aswell. Cats do this in the order for their kittens to practice hunting on a living prey and they are evolutionary hardwired to do so even if they actually don't have kittens, which may seem strange and even a bit inefficient, but although evolution makes things work most of the time, it is by no means perfect means perfect.
