Wallonia is the answer. The region with the highest suicide rates in Europe probably. It's because of the high unemployment rates and dated industry (rust belt).
As for high or low, it's relative. To a Greek it's more than double (almost triple) your suicide rates despite the severe economic and political problems in your country.

Wallonia has a lot of old industry + coal mines (shut down due to it not being economically competitive anymore). It used to be a booming region, but couldn't keep up with the times or renovate in time. I think it started feeling the hits from the 1960s until today.
Approximately 10% is unemployed in Wallonia, but in certain cities like Charleroi it is 26%.
Here is a modern version of a song of 1860:
People find the lyrics funny nowadays, because Charleroi once was awarded the title of 'ugliest city of Europe' and there even exist guided tours for it as it attracts photographers all over the word for its sights of forlorn glory.
I'm not bashing them, though.

Yes. And socialism is strong there since like forever (which I like less on a federal level).
Now, don't believe Wallonia is a hellhole, though. Charleroi is the worst of the worst in all of Belgium.
But you should visit it regardless, it's interesting to see forlorn glory and that also has a certain charm to it. It would suck to live in it though. Charleroi is the city with the highest crime rate in all of Belgium, be aware, but still safe enough.
