Sacha Baron Cohen just mish-mashed some stereotypes and features of different cultures in a fictional representation of 'Kazachstan' (picked because it's obscure enough to the world). People often say Borat is an accurate description of Armenian culture (often to troll Armenians), so I'm not the only one who claimed this.
That he filmed Gypsies in Romania to use for his film doesn't mean he didn't draw inspiration from elsewhere in the world.
