I have a Romanian acquaintance from northernmost Romania (where people cluster with nearby Ukrainians across the border) who looks 90% like this guy and I am not sure the darker pigmentation part comes from Gypsy ancestry in him - some Armenians or Jews, and we've got both these minorities on here. while there's lighter pigmented people that look strikingly Roma because of particular facial features which this guy mostly doesn't have I'd say. though he's definitely not out of place in Pakistan either

He resembles some southern European people because these people you are thinking of are Roma and their phenotypes are not southern European, but predominantly Indo-Iranian. A Southern European without Roma ancestry doesn't look like that by any stretch of the imagination.
