You forget that there is not a single country where they have been really welcomed and everywhere they have shown the same tendency. Be it in the Ottoman Empire, be it in the Netherlands (where they had been welcomed in some cities), be it in the Holy Roman Empire, be it in the United States. The Christian* Hochschild based his stats on Belgian government stats. They are probably an exaggeration. But they are probably also mostly true.

The Force Publique was much larger than you suggest, btw. The white component alone was 5 times greater, with almost 1,000 white officers. The 10 million figure is over a 25 year period so even if it was 30,000 people it is extremely plausible. In Rwanda, with mostly just machetes, 900,000 people were killed in 100 days in 1994 so your incredulity is based on nothing more than emotion.

According to the Jew Hochschild, maybe. But that was not the case. The figures simply don't end up. So I take the Alternative Hypothesis over you. Indeed: you're using the post-1909 numbers when the Belgian government had taken over. That's the WWI size of the Force Publique. Let's go back to Leopold's days, shall we ? Even the dramatic (and obvious bullshit) article cannot account for the numbers.
