Spratly Islands actually doesn’t have as much proven oil reserves as other areas. It’s more valuable for fishing.

There's a lot of oil in Vietnamese coast. Vietnam has started some operations there which China protests. China calls this area "Second Persian Sea". If this turns out to be true AND IF China doesn't get there first, Vietnam could be very rich country in the future.
