Yes, but not very dark, only 0,5% of Irish have true brown eyes, and around 11/12% dark mixed eyes or ''hazel''.
But not all hazel eyes are dark, some refers to hazel as all mixed eyes, they can be even extremly light by some definition, like blue eyes with heterocromia...

This is due to the heavy ammount of Alpinid-Dinarid and Pontid types...
Only 8% of Irish have a naturally tanned skintone (according to hooton), while around 20/30% of Czech do...

Pure brown eyes are a tiny minority in all european peoples. Most brown eyes have grennish blue pigment.
