Historically I believe Swedes and Norwegians are the lightest. Icelanders have significant Celtic admixture, I'm unsure but it may have made their pigmentation darker.

In 2018, you're probably right about Icelanders being the lightest because they have stayed relatively homogeneous compared to Scandinavia. I don't know the source for these maps (1, 2), but they say Sweden has 78% light hair, Norway 75% light hair, Denmark 68% light hair, Sweden and Norway 88% light eyes and Denmark 85% light eyes. They don't include Iceland.
