It would depend on what ranking system you would use. If you go with the 2 biggest matters, State Income taxes and affordable
housing. The cheapest would probably be in the middle of the country, Nebraska, Oklahoma, Kansas, etc. Most expensive is probably New York and California.

By now, I think unintentionally. I've spent a lot of my life on Rt 66, but never deliberately drove the whole route end to end.
