There are a few names that seem to be "Pan-European" with almost no variants, aside from accent marks, across much of Western Europe. Martin, Jordan, and Simon can be from quite a few countries. Paul is another one that could be from quite a few places (and also is a common spelling of an Indian surname).
It seems like many French surnames are either hyper-French, or are surnames that pass unnoticed in England and maybe Germany: Lambert, Bertrand, Bernard, Richard, etc.
