Religion excels at being un-disprovable, as it's unfalsifiable at it's core. It's about believing in unmeasurable things.
People who want to believe will find a way to make it all seem meaningful, a way in which everything makes sense, despite all the contradictions and contrary evidence.

Depends on the country and the individuals, intelligent people could do great without religious restrictions, sadly most of humans are dumb, they can't adhere to high morality without attributing it to a divine figure.
Idiots should be treated with stick and carrot politics to persuade them to do whatever good or bad things you want most of them can't comprehend using other policies.
Religions used this technique brilliantly until the enlightenment era when the world has become more secularized but politicians kept using, predatory ideologies like capitalism and communism are the atheistic version of this method.
In Islam for example, there is an even more extreme way of doing things called "enticing and terrorizing", promising paradise and depicting hell in same verses is clearest illustration of this procedure.
