Kinda, it heavily depends how much he looks like my ethnicity and what mixture he's mixed with.
I don't think so. If you are Biracial it doesn't matter if you are half my ethnicity, you won't be accepted fully.

They can join the club, but just don't have the typical Brazilian look. Just like I consider mixed race Britons to be Brits culturally, but not ethnically. Anyway, Brazil is a catch-all country. It's not like I can determine what is and what is not Brazilian, no Brazilian can. It's all subjective.
