No, it is different because females are different to males. A man's visceral reaction is not typically to feel intimidated by women making that comment, most of the time I think.

None of what you've said, even this, is sexual harassment unless the person being subjected to the comments is uncomfortable, feels threatened, or the sexual act is unwanted.
