Default The question about Lusatian culture

On the Russian wikipedia, it says that ethnic population of Lusatian culture was: proto-Balts and proto-Slavs. Sometimes this Russian wiki is so confused.

    https://ru.wikipedia.org/wiki/Лужицкая_культура

First question would be; Who are proto-Balts if they never formed linguistical unity which would not include Slavic (that means, reconstruction of East and West Baltic is leading us to common Balto-Slavic proto language).
Second question is; how proto-Slavs in Lusatian culture if there are also proto-Slavs in Zarubintsy culture? (Or there is actually difference between the word "proto" and Russian word "pra".

Sometimes this Russian sources are not clear and understandable for sure!

So Prussians don't belong to the same linguistical family as Lithuanians and Latvians?

Also how proto-Slavs both in Lusatian, but also Milgorad culture?
