While it is true that rufosity is typically higher than you would expect among Ashkenazi Jews based on where they cluster (Southern Italy), it is only the Galician Jews where the trait is particularly common (4%+).
The relative elevation of red hair (and other recessive traits) among Galician Jews may be related to the Kievan Jews and the Khazars. Additionally, The Galican Jewish community expanded rapidly after the onset of Hasidism and this may have propagated recessive genes.
As there were most likely more recessive genes with the Galician Hasidic bottleneck than the original Ashkenazi bottleneck between Levantine Hebrews and Central/North Italians, it is understandable that Galician Jews would end up with somewhat more recessive traits than typical for Ashkenazi Jews.

Coon never visited Iberia as far as I am concerned, but he cited other anthropologists who have.
Combined with personal observations he determined that Riffians have more light Features than most Iberians.
„On the whole, blondism is strong in the Rif; over half of the adult men show some trace of it. But the Rif is not a blond country in the sense that Norway, Sweden, Finland, or even England are blond; it is, however, blonder than most of Spain or southern Italy.“
Additionally, Coon states that Riffians tend to have a Nothern European complexion often with freckles.
„The Riffians are pinkish-white skinned, like northern Europeans, in 65 per cent of the total group, and in approximately 80 per cent in the central tribes. The exposed skin color is brick-red in many cases, being incapable of tanning; in others it is brunet-white or light brown in summer, and bleaches out again in winter. Freckles are found on 23 per cent of Riffians;“
In the Iberian Chapter Coon refers to a historical anecdote that the Riffians used to precive the Galicians (Gallegos) as generally redheaded which suggests that the Galicians are (or at least were) more rufous than the Riffians.
‚Rufosity is rare in Spain except in the Asturias112 and Galicia. During the Ruffian war it was a common saying among the Ruffian soldiers, "The ordinary Spaniards are as nothing, but watch out for the small red-headed men, the Gallegos. They are shaitans, and do not know fear.‘
Even though Galicia and Asturia may have a relativly elevated incidence of rufosity compared to Iberia as a whole, if Coons observations and references about the Riffians are indeed valid I am not sure that anywhere in Iberia could compete.

Here's a 23andMe red hair genes map. It hasn't been updated for years and I know that R160W that they show as not so common in Ireland is in fact common in Ireland so this map is definitely not completely accurate. R160W is the red hair variant that myself and all 3 other members of my family tested have and has been found in another study to be common in the Irish so I feel this map isn't most likely completely accurate. Even SNPedia has this rs1805008, known as Arg160Trp or R160W; associated with red hair in an Irish population [PMID 9665397] Unfortunately 23andMe haven't updated it with any new information so don't take it as completely accurate.

Reddish is a tone, not a texture....
Red hair influences are more common in Brunn phenotypes (and usually involve a coarser texture). Germans tend to have thick, but smooth, blondish hair.
