This is what was introduced here almost 30 years ago. It's not perfect but it is evolving constantly.

There's much an article in Wikipedia can't elaborate upon but it has had a positive effect.
It seems to work in one place, but not in the other. I'd be happy to get rid of state intervention.

Wake up and smell the coffee.

Such legislation could work anywhere depending on how deeply it was entrenched in law, how much support the population gives it (environmental values, education and such) and respect for its aims within parliament. It is about the future and for our descendants, not only the here and now.

For instance, since its introduction, dairy farmers now have to fence all the creeks, streams etc. (any catchment) and plant natives in this space to filter pollutants from affecting the rivers, estuaries and ultimately, the ocean. It is enforced.

None of this would have ever happened without such legislation in place.
Nine out of ten concerns are completely unfounded.

While here it was the government that countered age-old conservation traditions - first by ripping up the countryside in a land consolidation scheme and then by wrecking the aristocracy with high taxes to the extent that they had to sell age-old estates which they had lovingly cared for to a government that couldn't care less.

Oh, even here there are politicians whinging on behalf of some lobby groups but it is very slow moving legislation. And it is heavily reported upon if changes are afoot.

It seems your politicians don't care for the future generations of Dutch people and are more concerned about their jobs and the here and now

So now you understand why I would like to keep them out ? They can't even run a budget through Parliament without effing it up along the way !
