That is Southern Brazil (main ancestries are German, Italian and Portuguese), Argentina (main ancestries are Italian, followed closely by Spanish, with important German and other Central European communities), Uruguay (mainly Spanish and Italian), and to a lesser extent Chile (it’s a mainly mestizo-harnizo country but with a large white population, mainly Spanish but also German, British and Croatian).

Venezuela and Colombia have both always had significant white populations. Unfortunately, many white Venezuelans are emigrating due to the bad political and economic situation in Venezuela.

They are around 10 million whites in Mexico they make 30% of Northern Mexico.

I know nothing about Colombia, but I’ve read they also had they share of immigrants, as well as some isolated communities on the mountain regions (“paisa region”) that remained isolated and more European.

As you said, Venezuela received its fair share of European immigration, mostly from Spain, Italy, and also Portugal. I don't think its white population is as much as 20% nowadays, unfortunately, but it could have reached that percentage between 1950s-1970s. They might be nowadays somewhere between 10-15% of the Venezuelan population, with a tendency to decrease as more middle to upper class Venezuelan leave the country.

In the case of Colombia, it received a much lesser recent European immigration compared to Venezuela (mostly consistent in Spaniards, plus some Italians and Germans), but it received a large Spanish immigration during colonial times, because it was a Vice royalty by then. So it has its decent share of white colonials.
