Do Jews Accept Converts?

Aren't there some Russian Jew refuges from former USSR that are not accepted as true Jews in Israel?
If I'm not mistaken, the reason being that they don't have a Jewish mother?

They aren't religious converts. They're people who have one jewish grandparent or father (not from direct maternal line) thus qualify for citizenship based on blood quadrant laws.

Two ways to be "true jews" is a recognised conversion, or jewish mother (or maternal grandmother)

My best friend is 0% Jewish from any-side (pure Ukrainian-Russian and Finnish mix) and still lives in Israel.
Other friends are half Jews or Quart Jews when the rest is Gentile Russian.
I have friends that are even half ethnic Serbs. Israel isn't fully Jewish/Arab.

Yes I think about 400,000 but most of them have converted officially now.

They do accept converts. You can even make Aliyah if you convert but it is very difficult and takes years. You need to be approved by a ultra-orthodox court, reform judaism wont do it.
