If you want to talk about this particular period of Sicilian history you should post better sources than just a video took from YT.

However we should also note that Arab gradually conquered Sicily after years of raids and not everyone converted to Islam.

Arabs brought many innovations to Sicily it wasn't really underdeveloped at that time, it was one of the richest regions during the Middle Ages due to the Crusades.

Sicily today is not worse than other regions of Europe...
