Nope. In that millisecond where the sperm meets the egg, sex is already determined by the sperm cell's X or Y chromosome. Embryos and fetuses look genderless at first because the genitals form much later but the sex is already determined.
The primary function of the embryo is to develop a brain and spine (nervous system) to support a beating heart. It takes care of the important stuff first. The rest, like genitals, form later.
Additional info: Interestingly, the lungs are one of the last organs to mature properly because they are not required in the life of a fetus in the womb. Therefore they only mature just before birth. A woman in early labour is given high doses of cortisone to kick-start the baby's lungs into functioning early so that it can breathe properly after it is born.

For those who thumb down my post about difference between gender and biological sex... do you have different words for those two terms in your native language?
In Serbian there are two different words for that, they are old words, nothing new, nothing political, so I don't understand what's the problem.
Those were always different things. Biological sex in Serbian is called "pol" and gender is called "rod".

As far as I am concerned, your definition is spot-on.
Sex is determined at birth by taking a look at the genitals. This is where it becomes problematic for intersex babies with genitals which could fit into the spectrum of either sex. With intersex babies, it is often at this point where the parents decide whether they will raise the child as a boy or girl. There is a 50/50 chance that they get it right.
Gender is determined by the way you are raised. The common "boys play with cars" and "girls play with dolls" come into effect here. It is generally frowned upon if the boy wants to wear pink dresses or the girl prefers to play soccer in the mud. Kids get reminded that their behaviour is or isn't appropriate.
Gender identity is where the person sees themselves fit in as far as the "traditional" gender roles go. A girl who prefers to play soccer in the mud and wishes she was a strong knight might feel more drawn to the male gender stereotype image.
