So, we know that people complain about those who don't work, and call them lazy, etc. Also, nobody likes beggars. So, here is my concept:

1. Lift limits on unemployment benefits. A person will be eligible as long as he remains unemployed. Whether it is because he's disabled, addicted to alcohol, on broken labor market, or just lazy. Lift any requirements or checks if the person is seeking a job or not. Give unemployed the freedom to choose benefits or job income.
2. Designate some minimal wage that will satisfy basic needs and something more. This will be the absolute minimal wage for a full-time position and will not require any taxation. Let's say full-time job is 40 hours/week, and let's call it 100%.
3. Calculate the average working time on the market, including unemployed people. People living off business, rental, market transactions, etc, will have their working hours calculated based on the income they earn, up to 100%
4. Anyone who works above the average, and earns more than the minimal wage, will be charged additional high tax that will directly contribute towards the pool for unemployment benefits. That tax will be charged for the time above the average. For example, if the average is 8 hours, and someone works 10 hours, only 2/10 of their income will be affected by this tax. Additionally, the more you work above the average, the higher this tax gets. For example, the 9th hour will have 15%, the 10the hour will have 20%, etc.
5. The rates of this tax will be automatically adjusted each month with a fixed formula, so that unemployment benefits don't fall below the absolute minimum required to survive, or don't rise above the minimal wage.
6. Unemployment benefits will depend exclusively on this tax, and will not appear on state's budgeting plans.

With this system:
1. People working hard enough to satisfy their life expanses, will not have to support the unemployed
2. People who value money over their health and free time, and take more jobs at the cost of the unemployed, will still benefit from the additional working time, but will also compensate those, who are struggling to find a job

I know this won't be the perfect system, but after long discussions and thinking about it, and after applying some corrections, it could work to:
1. Encourage unemployed people to find a job, as benefits will not be restricted in amount, not in the maximum time you can be taking them
2. Dis-encourage people from taking too many jobs at the cost of those in need
3. Adjust to changing situations on the job market
