I feel like it's more about where you grew up, who were your parents and external factors such as life and the people you meet till you grow up influence it because they said that if they cloned the same child and it grew up elsewhere that they would turn out completely different.

Depends. I think the genetic difference between Europeans is small enough that culture can override it for the most part, but an African child will be behaviourally more African even if adopted into a white family.
