I believe so, Europe's birth rates are low, too many wait till their late thirties, or even 40's to have one kid. Anytime in your 20's is a good time to start a family (if you're financially secure).

sometimes even just a "serious" relationship is not wise (not saying to be promiscuous or something) but at this point can take away from the shaping you want to give to your life perspectives

Really depends on each person. If you feel responsible enough and you’re 100% sure of it, then yeah. I personally could never combine having a child in my early 20’s + studying
