It is well known that the Roman army recruited non-citizens who joined the auxiliary units.
By the 2nd century, the Auxilia contained the same number of infantry as the legions, and in addition provided almost all of the army’s cavalry.
Northern-European “barbarians” ( from Scandinavia ) were recruited and some of them ended up as high-ranked officers and leaders.
